Congress eyeing special session to extend Bayanihan law

A special session of Congress is being studied after the body adjourned last week without passing important measures that critical to government’s response to the COVID-19 pandemic.

Both chambers will reconvene on July 27 to extend President Rodrigo Duterte’s additional by virtue of Bayanihan to Heal as One Act which is set to expire this month.

Executive Secretary Salvador Medialdea is studying the possibility of a special session, Presidential Spokesman Harry Roque said.

The Palace sees no “urgency” yet in terms of a fresh law to succeed the Bayanihan Act as it stood by its position that the measure expires on June 25.

Sen. Sonny Angara earlier said the Bayanihan Law should be considered expired upon the adjournment of Congress.

“If the Constitution is interpreted strictly, where it says that emergency powers cease upon the next adjournment of Congress (both House and Senate), then yes, it would expire,” Angara said last week.

House committees to hold hearings during break
