MANILA – Assistant Secretary Edgar Galvante of the Land Transportation Office (LTO) said they are pilot testing their online registration portal to improve the system before it will be mainstreamed in their 300 offices in the country.

According to ASec. Galvante during a live interview Thursday, one does not need to go personally to their office to transact business like renewing of license, renewal of registration of vehicles, payment of citation fees when the online facility is available.  “Hindi na kailangang magpunta sa LTO office, including sa pagdeliver sa lisensya, kapag maayos ang lahat na hinihiling at na-comply mo, at sabihan ka kung magkano ang babayaran mo,” (You may not go to the LTO office, including the delivery of license, if you comply all the requirements and we will inform you of the fees) Galvante said.

But he reminded the possible users that they are still rolling-out the system and what they see is a temporary portal which they can now use. “Mabuting may magpunta sa portal upang malaman namin kung baka may glitches, baka may kailangan pang improvement na isama sa sistema,” (It is good for people to try the portal so that we will know the glitches and areas that need improvement that can be integrated in the system).

ASec. Galvante further said that they are in the process of accrediting courier firms to deliver the licenses and other documents from the LTO office to the users.  “Pwedeng i-pickup nila ang kanilang lisensya o kaya ipa-deliver namin.  Ayaw namin na magpunta pa sila dito sa office, ayaw naming magkumpol-kumpol ang tao dahil sa pandemic,” (They can choose to pick-up their license here or we can deliver it to their homes.  We don’t want then to go to office, we don’t want people to converge here because of the pandemic), he said.

He also clarified that those whose licenses or vehicle registration had lapsed during the lockdown under the enhanced community quarantine (ECQ), are given 60 days with which to file their renewal of their licenses or registration depending in areas where they are located.
