Senator floats the idea of a portability housing program for teachers

Senator Francis Tolentino during the Senate Committee on Urban Planning, Housing and Resettlement hearing last Wednesday has proposed the creation of a housing program for public school teachers that would allow them to transfer residence without losing the payments they already made on another house.

“Halimbawa bagong teacher ako, bumili ako ng bahay sa isang komunidad pero hindi naman ako magiging permanente doon. Dapat iyong naihulog ko, iyong amortization ko dapat ma-carry doon naman sa paglilipatan ko na permanently na lugar,” the senator raised in a Senate hearing recently.

[For example, I am a new teacher, and I bought a house in the community though I would not be permanently staying there. My amortizations should be carried over to a house in an ]area where I would be permanently residing.]

“Meaning, if you invested a certain amount in a locality as a teacher temporarily based…and later on you decide to transfer to another locality, the amounts you paid during your first five years in the temporary shelter program will be carried over to your permanent housing facility,” he further explained.

Home Guaranty Corporation executive vice president Jimmy Sarona agreed that it is worth considering, however, he emphasized that such a huge program must be studied further to consider the existing policies of the Home Development Mutual Fund or PAG-IBIG and other housing agencies.
