P469-billion lump sums from DPWH should be given to other agencies —Lacson

Following his critique on the Department of Public Works and Highways budget, Sen. Panfilo Lacson suggested that other agencies be given part of the P469 billion worth lump sums and re-listed items from DPWH’s proposed 2021 expenditure program.

“Not the whole amount, but at least a portion of that amount should be realigned or reassigned to other agencies that would be needing more appropriations,” he said in an interview.

These agencies should include the Department of Science and Technology so that it can “vigorously support” local scientists and minimize the importation of coronavirus safety gear, he said.

He also proposes the increase of the agriculture department’s budget next year.

Lacson pointed out during the first day of budget deliberations in the Senate that 59 percent of DPWH’s proposed P667.3 billion budget next year are lump sums.

He called for a in-depth deliberation as he flagged several lump sums included in their proposed budget.

“Primarily, because of the constitutional issues involved, I don’t think we should allow this when we finally pass the budget measure before yearend,” he said.
