MANILA – On third and final reading, the House of Representatives unanimously approved the proposal to expand the coverage of the tertiary education subsidy.

The house passed House Bill 10560 with 200 affirmative votes, amending Republic Act 10931, also known as the Universal Access to Quality Tertiary Education Act.

The bill intends to increase access to private higher educational institutions (HEIs) for underprivileged and academically competent students and to expand coverage of the tertiary education subsidy (TES) through the voucher system.

The bill extends the eligibility to avail of the TES to underprivileged and academically competent students enrolling in the first undergraduate post-secondary tertiary education program of their choice in private HEIs and technical-vocational institutions (TVIs)

It provides that all TES beneficiaries will continue to receive benefits or subsidies until they complete their post-secondary technical-vocational course or higher education degree program.

On the other hand, the beneficiaries must maintain their grades and residency requirements in accordance with the rules of the HEIs and TVIs.
